Is The United States A Racist Police State?


On August 9th 2014, in Ferguson Missouri,
Michael Brown, an unarmed 18 year-old, was shot dead by white police officer Darren Wilson. Michael Brown and his friend Dorian Johnson
were walking down Canfield Drive around 12pm, when Wilson pulled up in his police car and
told them to move onto the sidewalk. When they refused, a struggle broke out between
Wilson and Brown through the car window, and Wilson’s gun went off. After the gunshot, Brown and Johnson ran away
– but Wilson chased after Brown, and shot him six times. In less than ninety seconds
since their first meeting, Wilson had killed Brown. What drove an ordinary police officer to pursue
an unarmed man, and kill him? And how many times has this happened before? Michael Brown’s death is not an isolated
incident. In the USA, a black man is killed by a police officer every 28 hours – which
begs the question: After Brown was killed, Ferguson erupted in
protest against the repeated unfair treatment of black people within the law – and perhaps
they have a point… Brown’s death was not the only shocking story
about police brutality against ethnic minorities which rocked the headlines in 2014: On August 5th, 22-year old John Crawford was
shot dead, holding a toy gun in Walmart. On July 17th, 43-year-old Eric Garner was
choked to death by a police officer, just after he had helped to break up a fight, which
brought more police to the area. And on January 31st, 28-year-old Chris Lollie
was tased and arrested while he waited to pick up his children from school… Even ‘Django Unchained’ actress Danielle
Watts has accused the police of racial profiling, when she was arrested by the LAPD for supposed
‘lewd conduct’ in her car – it’s thought that the authorities assumed she was a prostitute
because the colour of her skin. The list of similar incidents is endless. During the Ferguson unrest, protesters launched
the ‘Hands up Don’t Shoot’ campaign against racist police behaviour. But what’s
interesting about the activity in Ferguson, is how closely it parallels the riots that
happened across Rochester, Philadelphia, and Harlem in the 1960s. Sparked by the deaths of many African-Americans,
black communities in 1964 protested for fair policing and increased police accountability,
to put a stop to racial bias. The US has a long and difficult history between
racial tension and institutions. But how does racial bias, and civil rights protests from
the 1960s relate to American policing today? Professor F. Michael Higginbotham argues that
after the 1964 protests, the police started acting as a proxy for the white community,
protecting them against a supposed increased threat from black violence and vigilantism. Quite feasible, when you consider that some
police forces in America have been secretly infiltrated by white supremacist groups. This
year it was uncovered by the FBI that three police officers in Florida were members of
the Ku Klux Klan, a racist society that once had four million members across the USA, and
close alliances with police departments. Critics like Professor Heather Ann Thompson
believe that one of the Government’s biggest mistakes in tackling this political unrest
was its decision to increase low-level policing in black neighbourhoods. Today, low-level policing is now widespread,
and common practice across the USA. In black communities someone is 26 times more likely
to be stopped by a police officer on duty than someone from a white neighbourhood. This means that people in minority communities
are arrested a lot more often than those from white communities – and not for serious
crimes like robbery or murder – but small crimes like marijuana possession. In fact, Black Americans are four times more
likely to be arrested for marijuana possession than white Americans – despite the fact
that use of weed is the same between both races. Extreme low-level policing in black communities
then, increases the number of black arrests within the country. Because of this policing
technique, in 2013 a massive 92% of the people arrested in Ferguson were black. The biggest culprit here is the infamous ‘Stop
and Frisk’ practice, where police officers interrogate law-abiding citizens, and subject
them to frisks in public. But the people that they stop is usually decided on race. This is thanks to years of racial stereotyping,
which began as far back as the 16th Century when rich white men started to enslave and
exploit black people. In New York, during the first half of 2014,
members of the public were stopped 27,527 times by the police. 14,549 of those were
black – that’s 53% – compared with just 3,363 white people, which is just 12%. And
out of all the people that the police stopped in that time, 82% were totally innocent. So what’s the outcome of all this low-level
policing? Minority communities end up oppressed and treated like criminals – whether or
not they’ve even committed any crimes. And what about
the current ‘Stop and Frisk’ practice?
Well, aside from being an embarrassing and intrusive public incident, according to Heather
Ann Thompson, ‘Stop and Frisk’ is almost always performed by white police officers
– and this is a big problem. The St Louis police force argues that there
is nothing about low-level policing and frisks which is inherently racist – the cops are
just doing their jobs, trying to make neighbourhoods safe where crime is high. But how should we feel about an all-white
police force patrolling an all-black community? Sergeant Erich Von Almen, from St Louis County
Police Department, claims that, of course, white policing in black areas is unfairly
labelled as racist, when cops are just trying to protect communities. US police commissioner, Bill Bratton, says
that “it’s not an intentional focus on minorities. It’s a focus on behaviour”
– but there’s more to it than that. The statistics on police brutality towards
black people don’t lie – and can’t be ignored: Local police kill at least 426 people each
year – these are mostly minorities. 18% of black victims are aged just 18-21 when
they are killed by the police. And on average, over 400 of these killings
are cleared by the federal authorities as “justifiable homicides”. What’s more, political scientists Jon Hurwitz
and Mark Peffley point out that racial bias within the justice system allows for this
police brutality to perpetuate. According to an FBI report, white-on-black
homicides in ‘stand your ground’ states are 354% more likely to be found justified
than white-on-white killings. But why is this? One main reason is that police demographics
lack racial diversity, and this has a harmful effect on minority groups – especially when
you factor in the unequal power dynamics between a police officer and civilian, which enables
black people to be unfairly criminalised. Whether it’s deliberate or unintentional,
the US police has struggled to integrate and diversify its forces – especially in Ferguson.
In a city where 67% of the community is black, Ferguson has just 3 black police officers. This racial divide between authority figures
and citizens can build friction within minority communities, and this creates the perfect
environment for police racism to thrive.

  4. Having studied race all this time here is one conclusion I can reach: I don't think race is a healthy subject and should be approached very diplomatically. It is impossible to ignore race but not impossible to have a meaningful discussion about it. Race and IQ, police violence, prison populations, etc, as well as other subjects deserve two sides that respectful…and I mean respectful.

    Also the initial statements of the so called witnesses were proven to be lies and hands up don't shoot was based upon said lies.

They do everything they can to hide it, but the obvious is beyond f%cking obvious. The majority of them are already power-tripping assholes as it is. I can't even imagine what it must be like to be an innocent black person.

    At one point, I actually thought about trying to get into law enforcement JUST to try and be in a position to try and point this f%cking nonsense out, but then I realized I would have just been killed as well. I reported this matter to the Ramopo Police who did nothing about the matter.
