The Supreme Soviet is discussing the fifth point on the agenda regarding formation of the government of the USSR. Presiding Chairman Zhdanov brings to its attention the notice he received from the Chairman of the Soviet of People’s Commissars, deputy Iosif Stalin. “Inasmuch as the issue of forming the government of the USSR is presented to the deliberation of the Supreme Soviet of the USSR, the Soviet of People’s Commissars considers its duties to have been carried out and yields its power to the Supreme Soviet. The Soviet of People’s Commissars asks that this be brought to the attention of the Supreme Soviet of the USSR. Chairman of the Soviet of People’s Commissars
